Has stopping for pedestrians gotten out of hand?

In the city, it's all too common for a car to stop for a pedestrian to p, causing the rest of the traffic to have to stop behind them. It varies from country to country, but I think this meaningless act of charity "you can go!" can be embarring to the pedestrian and disrupts traffic. What do you think?
