Hijab/Burka/Niqab prevents right...?

i hope you guys don't see me as a troll or dissing Islam, but i just have a quesiton. For any of you who watch the news you probably know about the Jaycee Dugard case. I come on here and alot of you say that dressing "slutty" or without modest clothes you are likely to be d. But i have a question...what about child ? And what about women who are just d for being women? What can prevent child ?
