I think he likes you but he doesn't like you like you. Talking about and making out is a sure sign he would love to get in bed with you bit beyond that I'm not sure he is interested. So go on and hang out have fun, be nice, just don't let him have with you. If you refuse to have and he still hangs around you then maybe he does really like you.
